In 2018, Act 113 was passed, and a new chapter, Hawaii Revised Statutes (HRS) Chapter 844G, established the Hawaii Sexual Assault Response and Training (HSART) program within the Department of the Attorney General.

HSART members include:

  • Department of the Attorney General - Crime Prevention and Justice Assistance Division
  • Honolulu Police Department
  • Hawaii Police Department
  • Maui Police Department
  • Kauai Police Department
  • Department of the Prosecuting Attorney, City and County of Honolulu
  • Office of the Prosecuting Attorney, Hawaii County
  • Department of the Prosecuting Attorney, Maui County
  • Office of the Prosecuting Attorney, Kauai County
  • Kapiolani Medical Center for Women & Children, The Sex Abuse Treatment Center
  • YWCA of Hawaii Island, Sexual Assault Support Services
  • Child and Family Service, Maui Sexual Assault Center
  • YWCA of Kauai, Sexual Assault Treatment Program
  • Sexual Assault Forensic Examiners (SAFE) and Sexual Assault Nurse Examiners (SANE)

One of the responsibilities of the HSART program, as indicated in HRS Section 844G-6, is that each county shall establish an electronic tracking system for sexual assault evidence collection kits (SAK).

The county police departments, in coordination with the Hawaii Department of the Attorney General, have developed this tracking system to:

  1. Provide victims of a reported sexual assault with the testing status of their SAKs.
  2. Allow government agencies to track the status and location of each SAK from collection to final storage or disposal.
  3. Provide data for the annual report to the legislature as required by HRS Section 844G-3.
